A circular blister in the lamina of Quercus alba, similar to Neuroterus niger but raised distinctively above the surface of the leaf with a cup on the lower side. As the gall matures, tissue on the upper side of the gall forms a gray-brown ring. Unlike N niger, which overwinters in the leaf, this is likely a sexual generation gall. It develops in June and emerges in July of the same year.
